Most probably because it's wasting valuable munching time
The reason why you can't lick your lips is because, it takes makes it more difficult to eat the doughnuts. The more you lick your lips, the more saliva you produce which makes it easier for you to eat those bad boys. If the powder is still on your lips, you lack saliva which makes it more of a challenge, if you were allowed to lick your lips, this record could be broken a million times over.
It's a government conspiracy...best not to ask too many questions about it, or you'll be wiretapped.
