First off, chapping is caused when moisture is forced to leave the skin. This can happen when you lick your lips.Even though it seems like licking your lips moistens them, it actually only does so temporarily because that thin layer of moisture actually pulls more water with it when it evaporates from your skin = very drying! So if you constantly do this, try to consciously stop.
You can take a washcloth and wet it with warm water and gently rub/exfoliate your lips (which will get rid of the little hangy pieces of dried skin and smooth out your lips). Then immediately follow up with vaseline, medicated Chapstick, or something else you have found to be soothing. I personally recommend Rosebud Salve. You can get it several places online; I know American Apparel sells it as well.
After a few days of this your lips should return to ';normal'; and then you should be able to maintain them with a little bit of balm every so often. Make sure to keep your lips protected in the sun too...the skin is very delicate and exposure to the elements can cause a lot of the dryness you are describing. Good luck and feel better!
Unfortunately chapsticks and balms are really all that can stop your lips drying out. I reccomend Lucas' Pawpaw ointment. It's lovely and thick %26amp; if you put it on before bed, you'll wake up with soft lips. Just keep applying it during the day and don't lick your lips - it just dries them out more.
You can also exfoliate your lips by putting on some balm, waiting 5 minutes and then gently rub with a wet face washer/flannel. Then apply more balm quickly. Hope this helps.
You need to get rid of the dead skin first - What I do is take a toothbrush, while I am in the shower, and scrub my lips. It really does work! As for the drying and cracking, you need to be sure to drink plenty of water and get some medicated carmex. That should help.
in winter I find plain old vaseline is good or pawpaw gel is also nice to use.
You are obviously sensitive to the sun, try a lip balm with sunscreen.
petroleum jelly or vaseline is the best choice!
