Constant use of products with waxes and petroleum will eventually make your lips feel much drier over time. They coat your lips so it feels like your lips are getting moisturized but after they dry up your lips are the same because the moisture doesn't absorb into your lips. (Kind of like splashing water on lips, it'll make them soft for a for minutes and after it's dry your lips are still cracked and dry). They are good quick fixes for your lips but are better for protecting them rather than healing them.
That said, I am a total lip balm addict. my lips were always dry. After I found out how bad lip balms are for your lips I tried to stop using them but I just always need to have the feeling of something on my lips. I looked around for something that would be healthier to put on my lips and eventually Labbri Lip Treatment became my product of choice - ever since I started using it I haven't gone back to normal lip balms. Its all natural and feels really nice. I don't have dry lips anymore. Plus, I'm in love with the sexy packaging - it gets a lot of attention whenever I take it out :P
Protect your lips. Use an oil-based lubricating cream or lip balm containing petrolatum or beeswax. Before going out in cold, dry weather, apply lip cream or balm that contains sunscreen 鈥?and then cover your lips with a scarf. Reapply often while outdoors.
Avoid licking your lips. Saliva evaporates quickly, leaving lips drier than before you licked them. If you tend to lick your lips, avoid flavored lip balm 鈥?which may tempt you to lick your lips even more.
Stay hydrated. Drink plenty of fluids, and moisten the air in your home with a humidifier.
By following this your lips would look like the one of the celebs. Use lip care or chapstick.
Well:
-Don't lick your lips
-Put vaseline (petroleum jelly) on your lips at night and, if you want, all during the day. It's important to do it at night, especially if you breathe through your mouth when sleeping because the air dries and cracks your lips.
-Always put some sort of chapstick/vaseline/other lip products on during the day to protect your lips from wind, sun, etc.
-Finally, make sure to exfoliate your lips (on occasion) to get rid of dead skin. (use a combo of sugar and oil.)

I have the same problem! I'd say you use like, an extra moisturizing lip balm or good ol' Vaseline, and drink lots of water, you know, to keep yourself hydrated. Once your lips are soft and supple, take a facial or wash cloth and exfoliate your lips. Or basically, try and gently rub all the dead cells or skin off. Then, moisturize again!
And try no to lick your lips a lot (like, even if they feel really dry), because saliva will dry out skin.
If that doesn't work, talk to your doctor.

And also exfoliate your lips with a toothbrush twice a week.

Apply vaseline once in the morning and once at night. Then keep a little tube of it (get it at walgreens) and apply throughout out the day.
Also, my own tip:
Put some sunscreen on your lips every morning to prevent your lips from getting wrinkly and thinner. Sunscreen makes them fuller and smoother and moisturized. (sun damage is harmful on your lips too)
exfoliate them and wear really good lip balm. i like c.o. bigelow's lip exfoliator but you could make your own easily... or just use a toothbrush and scrub off the dead skin gently, it seriously works (just make sure you run it under hot/warm water first) and use a really good hydrating lip balm or even a gloss... i'm a huge fan of the c.o. bigelow mint lip glosses cause they hydrate, taste good and are a lip gloss =) hope that helps!
i have this same problem, especially in the winter. Its disgusting they';; turn purple and start flaking off. Carmax is the best treatment for me. In the squeezable bottle. Putting it on like every hour or so for a couple days will really help.
they make moisturizers specifically for your lips, I've never personally used one but they make all kinds of things
