if the semen is just on the outer lips then i highly doubt there is the chance, and remember that fact that there has to be an egg there in the first place

There is a very very small chance. because the semen needs to stay at body temperature to survive and landing on the skin while touching the air means that the semen had already died. But there is always that small chance.

People saying it isn't possible are totally wrong. I know someone who got pregnant almost the same way. When you gf cleaned herself, it is possible that in doing so she may have pushed the semen further into herself.
the only cause of pregnancy is sperm and egg fertilization. though the chance is less because there was no penetration, there may still be a slim chance. though unlikely, i dont want to give false hope. I'd recommend a condom, no matter how you do it, then you can feel more secure that you two are safe from pregnancy.
