I've recently read some really good techniques for dealing with dry lips. When you're in the shower, use a warm wet, and clean washcloth to rub off chapped skin from lips. When you get out of the shower use your favorite lip balm--or just plain old Vaseline--to give your lips a good conditioning.
Winter is a good time to keep several kinds of lip therapy handy--in your purse, by your bed.... My favorites are any kind of Carmex, and any thing by Burt's Bees. Both work well for me, and aren't as expensive as some products on the market.
You can also use your toothbrush to scrub dead skin from your lips. Lips should be damp, and the toothbrush dry. If you use an all day stay on lip product, it can be extra drying to lips so you need to apply lip conditioning treatment regularly. Winter weather really takes a toll on lips if you don't keep them moisturized.

Vaseline... most lip products make your lips dry or chapped...
Carmex, Medicated Blistex and Aquaphor all work. :) Also, try wearing some vaseline on your lips before going to bed... you'll wake up with much softer lips. :)

BURT'S BEESWAX CHAPSTICK or LIP BALM - by far the BEST i have EVER used!
Burt's Bees Wax can buy it from drugstores and Books-A-Million!
USE CARMEX.
Do not use Carmex... that is horrible for your lips. Use Burt's Bee's -Lip Balm... It works wonders
You try Vaseline or chapstick?
first you need to exfoliate all the dry dead skin so wet a soft bristled tooth brush and gently run it in circles over your lips. I like either Carmex or Burts Bees lip balms in the tin, not stick form b/c they are waxier. Both have healed my lips when they crack open and bleed.
Carmex is the best thing I have used. Alot of other lip balms just made my lips peel more and it would burn to apply them. With carmex, it soothes them and they don't hurt. I only started using carmex about 2 months ago and it is the best 96 cents I have spent!
